Profile of Pakistan's ISI (Inter-Services Intelligence) Pakistan’s Inter-Services Intelligence (ISI) is the country’s largest of its five intelligence services. It is a controversial, sometimes rogue organization that Benazir Bhutto, the late Pakistani prime minister, once termed a â€Å"state within a state† for its tendency to operate outside of the Pakistani government’s control and at cross-purposes with American anti-terror policy in South Asia. The International Business Times ranked the ISI as the top intelligence agency in the world in 2011. How the ISI Became so Powerful The ISI became that â€Å"state within a state† only after 1979, largely thanks to billions of dollars in American and Saudi aid and armament covertly channeled exclusively through the ISI to the mujahideen of Afghanistan to fight the Soviet occupation of that country in the 1980s. Muhammad Zia ul-Haq, Pakistans military dictator from 1977-1988 and the countrys first Islamist leader, had positioned himself as the indispensable ally of American interests against Soviet expansion in South Asia and the ISI as the indispensable clearinghouse through which all aid and armament would flow. Zia, not the CIA, decided what insurgent groups got what. The arrangement was to have far-reaching implications the CIA didnt foresee, making Zia and the ISI the unlikely (and, in retrospect, disastrous) hinge of U.S. policy in South Asia. The ISI’s Complicity With the Taliban For their part, Pakistan’s leaders- Zia, Bhutto and Pervez Musharraf among them- seldom hesitated to use the ISI’s double-dealing skills to their advantage. That’s especially true regarding Pakistan’s relationship with the Taliban, which the ISI helped create in the mid-1990s and subsequently finance, arm and keep in business as a hedge against India’s influence in Afghanistan. Either directly or indirectly, the ISI has never stopped supporting the Taliban, even after 2001 when Pakistan ostensibly became an ally of the United States in the war on al-Qaeda and the Taliban. â€Å"Thus,† British-Pakistani journalist Ahmad Rashid wrote in Descent Into Chaos, Rashid’s analysis of the failed American mission in South Asia between 2001 and 2008, â€Å"even as some ISI officers were helping U.S. officers locate Taliban targets for U.S. bombers [in 2002], other ISI officers were pumping in fresh armaments to the Taliban. On the Afghan side of the border, [Northern Alliance] intelligence operatives compiled lists of the arriving ISI trucks and handed them to the CIA.† Similar patterns continue to this day, especially on the Afghan-Pakistani border, where Taliban militants are believed often to be tipped off by ISI operatives of impending American military action. A Call for the ISI’s Dismantling As a report by the Defense Academy, a British Ministry of Defense think tank, concluded in 2006, â€Å"Indirectly, Pakistan [through the ISI] has been supporting terrorism and extremism- whether in London on 7/7 or in Afghanistan or Iraq.† The report called for the dismantling of the ISI. In July 2008, the Pakistani government attempted to bring the ISI under civilian rule. The decision was reversed within hours, thus underscoring the power of the ISI and the weakness of the civilian government. On paper (according to the Pakistani Constitution), the ISI is answerable to the prime minister. In reality, the ISI is officially and effectively a branch of the Pakistani military, itself a semi-autonomous institution that has either overthrown Pakistan’s civilian leadership or ruled over the country for most of its independence since 1947. Located in Islamabad, the ISI boasts a staff of tens of thousands, much of it army officers and enlisted men, but its reach is much more vast. It exercises that reach through retired ISI agents and militants under its influence or patronage- including the Taliban in Afghanistan and Pakistan, and several extremists groups in Kashmir, the province Pakistan and India have been disputing for decades. The ISI’s Complicity With al-Qaeda â€Å"By the fall of 1998,† Steve Coll writes in Ghost Wars, a history of the CIA and al-Qaeda in Afghanistan since 1979, â€Å"CIA and other American intelligence reporting had documented many links between ISI, the Taliban, [Osama] bin Laden and other Islamic militants operating from Afghanistan. Classified American reporting showed that Pakistani intelligence maintained about eight stations inside Afghanistan, staffed by active ISI officers or retired officers on contract. CIA reporting showed that Pakistani intelligence officers at about the colonel level met with bin Laden or his representatives to coordinate access to training camps for volunteer fighters headed for Kashmir.† Pakistan’s Overriding Interests in South Asia The pattern reflected Pakistan’s agenda in the late 1990s, which has changed little in subsequent years: Bleed India in Kashmir and ensure Pakistani influence in Afghanistan, where Iran and India also compete for influence. Those are the controlling factors that explain Pakistan’s apparently schizophrenic relationship with the Taliban: bombing it in one place while propping it up in another. Should American and NATO forces withdraw from Afghanistan (just as American aid ended after the Soviet withdrawal from that country in 1988), Pakistan doesn’t want to find itself without a controlling hand there. Supporting the Taliban is Pakistan’s insurance policy against a repeat of American withdrawal at the end of the cold war. â€Å"Today,† Benazir Bhutto said in one of her last interviews  in 2007, â€Å"its not just the intelligence services who were previously called a state within a state. Today, its the militants who are becoming yet another little state within the state, and this is leading some people to say that Pakistan is on the slippery slope of being called a failed state. But this is a crisis for Pakistan, that unless we deal with the extremists and the terrorists, our entire state could founder.† Pakistan’s successive governments, in large part through the ISI, created the now seemingly out-of-control conditions that prevail in Pakistan that enable the Taliban, al-Qaeda offshoot al-Qaeda in the Indian Subcontinent (AQIS) and other militant groups to call the northwestern part of the country their sanctuary.

It opens up in 1876 San Francisco; Tom Cruise plays the role of Nathan Algren, a former Captain whose participation to the military campaigns against the native Indians has left him scared with nightmares and remorse leaving alcohol as his only remedy. This vividly recalls the guerrilla techniques of ‘Braveheart’ The Director Edward Zwick overcomes the problem of the language barrier ingeniously by having Katsumoto be a student of English preventing the movie from always being subtitled. Zick manages in an effective way in bridging the gap between today and the 1870 with great success. Edward Zwick may be one of the most underrated filmmakers within Hollywood. â€Å"The last samurai† is amazing to look at, with astonishingly beautiful landscape and scenery. The battle sequences in particular are very effective well captured, the editor (Steven Rosenblum) does not employ too many cuts making it clear and therefore much stronger. Hans Zimmer (Music composer) does an excellent job with the music enhancing the mood without it becoming too unbearable. If there was something to reproach to â€Å"the last samurai† it would be that the story is not of the most orginal, resembling strongly to Edward Zwicks fromer movie Glory, and Mel Gibson’s Braveheart, but â€Å"The last samurai’ is never the less a rousing tale that combines adventure with emotional effectiveness and differentiates itself from other movies with the astonishing good acting of both Tom Cruise and Ken Watanabe. Tom cruise has never shown such emotional depth, he is so fercociously present as a character. Every emotion, even every thought can be read across his face. He truly gives life to Algren, he truly looks genuinely stricken by his past, haunted even. Although Tom Cruise is â€Å"The Last Samurai† undeniable star and main character, Ken Watanabe’s performance is even more memorable, persuasive, and above all breathtaking. Watanabe channels Mifune so forcefully that’s its hard, even impossible seeing anyone else then him to do a better job as Katsumoto. The strong Ujio (Hiroyuki Sanada) is a fierce warrior who objects to Katsumoto’s will of keeping Algren alive. Simon Graham (Timothy Spall) is a British photojournalist who speaks somewhat Japanese. Why is Ethical Considerations Important in a Social Research? Illustrate your answer with examples from real research. In this assignment I will attempt to define ethics and explore its significance when conducting social research. Firstly I will present many different views of ethics in social research by analyzing some common considerations that a researcher must take into account if he/she is to conduct a piece of research properly without breaching ethical principles.   Examples from real research will also be utilized to demonstrate some consequences of unethical procedures in social research. This assignment will then culminate with a critical analysis of why ethical considerations are important when conducting social research. Ethics is defined as the values and morals upheld during interaction with others during the collection of data and the dissemination of findings (Merriam, 1988).   Some ethical considerations include an over-involvement of the researcher, confidentiality of data, the need to preserve the anonymity of participants and problems emerging from a misinterpretation of findings.   As in any research, the researcher should take responsibility for ensuring that guidelines and regulations are followed.   Where there is an extensive analysis of participants behavior and interaction over a period of time, the well-being, confidentiality, privacy and safety of individual participants must take precedence at all times. In addition to this, the British Sociological Association code of ethics states: à ¢Ã¢â€š ¬Ã‹Å"Guarantees of confidentiality and anonymity given to research participants must be honored, unless there are clear and overriding reasons to do otherwise (British Sociological Association, 1996). Homan (1991) contends that during the process of designing and implementing a piece of research one needs to consider the ethical implications on undertaking the research. Homan also note that ethics is the science of morality: those who engage in it determine values for the regulation of human behavior, collecting information about people, raise ethical issues in the focus of attention, chosen methods adopted and in the form and use of the findings. In such a contextualized situation, the researcher must seek to cultivate a high degree of trust without influencing the behaviors of participants.   The researcher therefore must ensure that the true identity of the participants is not revealed and that any documents used are kept confidential at all times. Douglas (1979) notes that the development of ethics in social research provides something of a safeguard against the researcher encroaching on freedom of speech and the outcome of the research. Douglas also believes that ethical guidelines serve to remind the social researcher about their obligation in the conduct of their work. According to Bell (2006) research ethics is about the nature of the agreement that the researcher has entered with the research participants or contacts. Bell further added that ethical research involves getting the informed consent of those you are going to interview observe or take materials from. It also involves the agreements reached about the use of this data and how the analysis will be reported and disseminated. Then adding to all of this is an obligation of the researcher to adhere to the agreements when they have been reached. When carrying out social research, the researcher should take into account ethical considerations, policies and guidelines. Alcock et al (2008) stated that ethical considerations underpin all social policy research. For example, it is unacceptable to conduct research that would harm the participants or place the researchers themselves into danger. Data must be collected and stored in a place where it is secure and which will protect the anonymity of participants. Participants should give their informed consent to taking part in the research rather than being coerced, bribed or misled. There are ethical codes and protocols for conducting research in social policy, other research frameworks and it is very important that these are adhered to in all enquires. It would be seen as an indicator of the quality of social research study where there is evidence that ethical procedures have been followed.   Brown (1997) in Gross (2001, 2005) made the point that, although à ¢Ã¢â€š ¬Ã‹Å"protection of participants is one of the specific principles in the Ethical Principles, theyre all designed to prevent any harm coming to the participant, or the avoidance of overt à ¢Ã¢â€š ¬Ã‹Å"sins. This view is reinforced by Cohen et al (2007) who stated that whatever the specific nature of their work, social researchers must take into account the effects of the research on participants and in such a way to protect their dignity as human beings. There are several instances where ethical principles are lacking in some social research and result in unethical practices. An example of this is in an extreme case of deception: In an experiment designed to study the establishment of a conditioned response in a situation that is traumatic but not painful, Campbell et al (1964) in Cohen (2007) induced through the use of drugs a temporary interruption of respiration in their subjects. The subjects reports confirmed that the experiment was a à ¢Ã¢â€š ¬Ã‹Å"horrific experience for them. All the subjects thought they were dying. The subjects, male alcoholic patients who volunteered for the experiment when they were told that it was connected with a possible therapy for alcoholism, were not warned in advance about the effect of the drugs, since this information would have reduced the traumatic impact of the experience. In relation to the case presented in the above paragraph it could be argued that the researcher could have given more thought to the ethical consideration of informed consent. Frankfort and Nachmaias Nachmaias (1992) suggest that informed consent is particularly important if participants are going to be exposed to any stress, pain, invasion or if they are going to lose control over what happens. An important example is in drug research; such informed consent requires full information about the possible consequences and dangers. Cohen et al (2007) argue that the principle of informed consent arise from the subjects right to freedom and self determination. Being free is a condition of living in a democracy and when restrictions and limitations are placed on that freedom they must be justified and consented to, as in research. Also, as part of the right to self determination, the subject has a right to refuse to take part or to withdraw once the research has begun. Thus informed consent also implies informed refusal. There are several other reasons why ethical considerations are important when conducting social research. Although the use of deception has already being explored in the previous paragraph it appears to be a very common way of breaching ethical principles in social research. The use of deception resulting in particularly harmful consequences would be another occasion where ethical considerations would need to be given priority.   An example here would be the study by Festinger et al (1956) in Bryman (2008) of a religious cult; it is quite likely that the fact that the researchers joined the group at a crucial close to the projected end of the world fuelled the delusions of group members. Frankfort and Nachmaias Nachmaias (1992) explains that conducting research that may violate the rights and welfare of the research participants should neither be the intent or of major interest of the social scientist. They further argue that the underlying objective of research is to contribute to the development of systematic, verifiable knowledge. These ethical considerations help to guarantee that the researcher can be held accountable to the public.   Cohen (2007) agrees that the researcher has responsibilities to the research community, for example, not to jeopardize the reputation of the research community (e.g. the university) or spoil the opportunities for further research. Thus, a novice researcher working for a higher degree may approach a school directly, using a clumsy approach, with inadequate data collection instruments and a poor research design and then proceeds to publicize the results as though they are valid and reliable. Cohen (2007) also believes that such a r esearcher , at the very least, should have sought and gained advice from the supervisor, modified the research as necessary, gained approval for the research, made suitably sensitive overtures to the school, and agree rights of disclosure. The quality and integrity of research is very important to the public and when ethical considerations are applied public support is more than likely to be achieved. Bryman (2008) argues that possibly one of the most interesting developments in connection with ethical issues is that the criterion of the ethical integrity of an investigation is its quality. To add to this is the government involvement with the conduct of research. Bower (1979) indicated that the government plays an instrumental role in taking responsibility for subjects involved in research it sponsors but also its accountability in light of the vast amount of public monies on social research. Finally, lapses in ethical considerations in research can significantly harm human, researcher and the public in general. Some examples here could be a researcher who fabricates data in a potentially harmful experiment and may harm or kill participants similarly a researcher who fails to adhere to strict regulations and guidelines relating to safety may jeopardize his health and safety and the health and safety of all those who are involved in the research.   An example of where this actually happened is where the participants in the Milgram (1963) experiment on obedience to authority, experienced high levels of stress and anxiety as a consequence of being incited to administer electric shocks. (Points : 30) Based on the reading it is hard to give a single leadership style or even a combination of leadership styles because there are so many different levels of productions and management for this project. Each level of management will have their own required type of leadership and while some styles may overlap, there will be differences for each level. For a project this large you are more than likely to run in to just about every type of leadership style at some point. When we start at the top you see that there is a Collaborative Leadership between the City, Greiner Engineering, and Morrison-Knudsen Engineering. Collaborative leaderships work well but even with a collaborative leadership there needs to be an organizer that directs the flow of discussions and determines outcomes in the event of a stalemate. This is not discussed in the passage and it is not determined who has the final say. Typically this would be the city since they are the owners but in many cases it also depends on the how contracts are written. While in the long run the city can make the final decision depending on the way the contract is written the city may have to pay to make those decisions. Without more information on the contract with the city and the engineering firms we cannot confirm if it is a true collaborative leadership. But there are other aspects that are brought up that bring up more concerns with the management systems used. While it appears to would be a collaborative leadership it does not seem as if everyone is on board with the same ideas. By separating the design and the functionality we run into issues that were not properly discussed ahead of time. In this case a democratic leader would be helpful to facilitate discussions among the different groups. Furthermore when there is an issue over function verse design the democratic leader can help to facilitate a compromise that works  for everyone. It does not appear as if there is any leadership helping to give direction. As you read through the passage it appears that instead of a collaborative leadership we have a delegating leadership in which the city tells everyone what they are looking for and then leaves it up to them to take care of it from there. Based on the passage it almost seems at times that the city has a laissez-faire style w hich on allows for more problems to arise. These changes and issues only slow the design and in turn would slow construction. This is evident with how the baggage system was handled. First due to the lack of leadership in the planning phase the baggage system was started way too late in the project life cycle. This falls back on the fact there was not enough active leadership in the planning phase. This also falls on the fact the risk management did not seem to pick up on this either. While it falls on the leaders risk management on this project was broken down only slightly and in turn left a wide variety of situations and issues undiscussed. This goes back to active leadership in which there does not appear to be anyone going back an asking question and looking to the future to see what issues may come up. Too many people appeared too tied up with the here and now and nobody had the foresight to look ahead to see what issues were coming. I did find it interesting that risk analysis was only broken down into cost, human resources, and bad weather. While I would agree that these three areas are important and needed to be address, I am surprised the equipment and materials were not on the list. While the three listed are concerns for most projects, I cannot remember the last time I was on a project where equipment and material deliveries were not areas of concern to be addressed. I was even more surprised to see in the November 1994 passage that they went a while without a risk manager especially given all the issues they had already run into. Again I would say that there is a lack of leadership and the city needed to take a more active role but at the same time that leadership needs to be a cooperation with all the major players so that everyone can get on the same page and help each other to identify issues like the baggage before it became an issue. On a side note I would say that I do believe that they did well with their choice in regards their choice of leaders for the movement of equipment between airports as described in the Sept. 1993 section. Using a person with military leadership for this type of move is a wise choice in my opinion. Given the complexity and time restraints of this type of move there is not a lot of room for error. The military is good about training leader that are willing to take recommendations when there is time for it and will to make decisions when there is no time. In this case with the complexity it would have taken a team to come up with the plan but when the plan is over and the move starts you need people that can think quickly and adjust to unknown issues as they come up. There is often no time for discussions because in this case ever second wasted only causes more delays. But as I said in the beginning there are several different types of leadership styles that take place on a project like this. While I have discussed the upper areas a management there are several areas were team building, mentoring, and other leadership requirements are needed more. People often look at the top for how a project is managed but in this case how the contractor and leaders near the bottom manager there people is sometime more important. So while a cooperative group of leaders that were more active would have been ok for the top it would not have worked for many of the lower levels. Reference Thompson, Leigh L..
